Last month our first newsletter was sent to you and we trust it was informative and added value to being a member of our association.

A few positive responses were received but more feedback will ensure that we target the real needs of the BB community. Please feel free to do so and also bring any service delivery or other problems concerning our area to our attention. Building plan fees

Pursuant to representations made by the BBRA the Overstrand Municipality has decided to charge only a nominal amount of R500 plus VAT for all building plans submitted in respect of houses being rebuilt after the 11 January fire. This concession will remain valid until May 2021 and represents a significant saving to affected home owners. The Municipality has been thanked for this gesture.

Water consumption

The request that the Municipality assist residents who used additional water to fight the fire or to save badly damaged gardens is still being considered.

Plot clearing policy

The municipality is currently reviewing this policy and the BBRA has made significant adjustment proposals which, if accepted, will not only clarify vague aspects but also make it a working document that balances environmental considerations with the realities of fire prevention.

Once the draft policy has been finalised a summary will appear in our newsletter and a link to our website provided.

Property owners are again urged to keep their properties in a clean condition by removing invasive aliens and trimming indigenous flora – especially old wooden undergrowth.

Application for removal of a restrictive title condition Erf 5580

The building on erf 5580 was previously inter alia used by the Gezellig coffee shop and estate agents. It is now intended to be converted to a SPAR with an adjacent small TOPS. An application was made to have the restrictive title condition prohibiting a bottle store removed. Due to time constraints it was not possible for the committee to meet and submit one comment consolidating the various views. It was decided that committee members submit their own representations.

South African Police Services Investigation.

The Ombudsman for the Western Cape Provincial Police Service has given notice of an investigation into the adequacy of the Overstrand police service area which includes the Kleinmond station that services Betty’s Bay. The committee is specifically concerned about the unbridled poaching along our coast line, including protected marine reserve areas, and the increase in crime in Betty’s Bay and also the negative effect of the disruptive protest actions.

The committee’s chairperson, Bill Steyn, and who also chairs the neighbourhood watch, has made substantive representations and this will be supplemented by inputs from other committee members. The more representations are made the better the chance that there will be meaningful outcomes.

Speed checking on Clarence Drive

Pursuant to complaints from various residents a request will be made to have more regular speed checking and law enforcement on Clarence Drive.

HAIL

No, this is not about the hard white things that drop from the skies! It is an acronym for Home-based Assisted Independent Living. The purpose of this initiative is to provide various forms of assistance to residents who wish to remain in their homes but who are experiencing challenges in doing so. It might be travel related (e g to travel to Kleinmond for shopping, medical or social appointments), personal care (e g nail manicure, washing of hair or making up of a bed) or home care (e g replacing a light bulb, checking on gardener/domestic worker or ensuring that alarm system is operational).Persons interested in this project, whether as beneficiaries or as service providers, are invited to provide the following information to Joy Rourke at joyrourke This email address is being protected from spambots. Upliftment Centre on erf 3054

The case against the owners for the continued illegal use of this centre was on 31 May postponed until 27 June due to the non-appearance of the representative trustee member. A provisional warrant of arrest was issued pending her appearance on the postponed date.

Bouplangelde

Voortspruitend uit die BBBV se vertoë het die Overstrand munisipaliteit besluit om slegs R500,00 plus BTW te hef vir die indiening van bouplanne vir huise wat na die brand van 11 Januarie herbou word .

Hierdie vergunning geld tot Mei 2021 en is ‘n betekenisvolle besparing vir geaffekteerde eienaars. Die Munisipaliteit is vir hierdie gebaar paslik bedank.

Waterverbruik

Die versoek aan die Munisipaliteit om eienaars wat bykomstige water verbruik het om of die brand  te bestry of om die skade aan hul tuine te herstel, word nog oorweeg en deur die BBBV opgevolg.

Die Munisipaliteit hersien tans hierdie beleid en die BBBV het reeds omvangryke voorstelle ter verbetering gemaak wat, indien aanvaar, verskeie vaaghede sal opklaar en  dit ‘n werksdokument sal maak wat ‘n balans tussen omgewingsoorwegings en die realiteite van brandvoorkoming, sal skep.

Nadat die beleid gefinaliseer is, sal ‘n opsomming daarvan in ons nuusbrief verskyn en ‘n skakel na ons webtuiste voorsien word.

Erfeienaars  word weer eens dringend versoek om skadelike  uitheemse plantegroei uit te roei en inheemse plantegroei terug te snoei – veral ouhout aan die onderkant van plante.

Aansoek om beperkende titelvoorwaarde op erf 5580 op te hef

Die gebou op erf 5580 is voorheen vir onder andere die Gezellig koffiewinkel en eiendomsagente gebruik.

Dit word beoog om dit nou vir ‘n SPAR met ‘n naasliggende TOPS te gebruik. Die aansoek behels die opheffing van ‘n beperkende titelvoorwaarde wat die bedryf van ‘n drankwinkel belet. Vanweë ‘n tydsbeperking was dit nie vir die komitee moontlik om een gekonsolideerde kommentaar in te dien nie en is besluit dat komiteelede elkeen self kommentaar sal lewer.

Suid-Afrikaanse Polisiediens ondersoek

Die Ombudsman vir die Wes-Kaapse Polisiediens het kennis gegee van ‘n ondersoek na beweringe dat die Polisiediens in die Overstrand munisipale gebied , wat die Kleinmond Polisiestasie wat Bettysbaai bedien, insluit, nie sy mandaat na behore kan uitvoer nie. Die BBBV komitee is veral verontrus oor die onbeheerde massastroping van perlemoen langs ons kusgebied met inbegrip van mariene reservate, die styging in misdaad in Bettysbaai en die negatiewe effek van ontwrigtende protesoptredes.

Ons Voorsitter, Bill Steyn, wat ook voorsitter van ons Buurtwag is, het ‘n omvattende vertoë ingedien en dit sal ook met kommentare van individuele lede aangevul word.

Voortspruitend uit klagtes van inwoners sal ‘n versoek aan die owerhede gerig word vir meer gereelde spoedbeheer en wetstoepassing op Clarencerylaan

Dis ‘n akroniem vir Home-based Assisted Independent Living en, soos die naam aandui, is dit ‘n inisiatief om veral ouer inwoners te help om so lank moontlik in hul eie huise te bly, maar wat probleme ervaar om dit wel te doen.Dit kan die volgende insluit: ‘n behoefte aan vervoer om byvoorbeeld Kleinmond toe te gaan vir inkopies of ‘n mediese of sosiale afspraak; persoonlike versorging byvoorbeeld die knip van naels, harewas of bed opmaak of tuishulp soos byvoorbeeld die vervanging van ‘n gloeilamp, beheer oor ‘n tuinwerker of huishulp of dat die alarmstelsel geaktiveer word. “Upliftment Centre” erf 3054

Die saak teen die eienaars wat bogenoemde aktiwiteit steeds onwettig bedryf, is op 31 Mei tot 27 Junie uitgestel omdat die verteenwoordiger van die trustees versuim het om die hofverrigtinge by te woon. ‘n Voorlopige lasbrief vir haar arres is uitgereik en sal uitgevoer word indien sy weer versuim om te verskyn. Die BBBV volg hierdie saak deurlopend op.
