Fire Report

The long awaited report on the 11 January fire will be presented by the Overstrand Fire Chief, Lester Smith, on Saturday 16 November 2019 from 10h00 to 12h00 in the Crassula hall. Questions can be put after the presentation. All residents are invited to attend this important meeting.

Light Pollution

Betty’s Bay is the area of choice for people who have nature at heart. To live in a floral kingdom, a world renowned biosphere and experiencing the magnificent mountains and panoramic sea views is a great privilege. To enjoy the starlit night skies we have resisted streetlights and also discouraged light pollution.

It is a very sensitive issue and residents are strongly advised to keep exterior lights and the wattage to the minimum. Installing lights with downward sloping louvres or so-called “eyelids” is recommended. With crime on the increase a balance has obviously to be struck between environmental considerations and security measures.

In the next issue this matter will be dealt with in more detail and residents are welcome to respond and make their views known.

Plot clearing policy

This policy is still being considered by the Municipality.

Once the draft policy has been finalised a summary will appear in our newsletter and a link to our website provided.

Neighbourhood Watch, safety and security

A meeting with the Municipality’s director for public protection and law enforcement regarding the provision of cameras by the Municipality on the R44 took place on 14 October. The initial discussions were very positive and it is envisaged that the first cameras should be installed towards the end of the year. These cameras will be monitored 24/7 from the Municipality’s control room from where a linkup with the SAPS will be established.

By studying the footage of the camera system in Pringle Bay after an armed robbery the SAPS was able to apprehend the culprits soon thereafter. Clear proof of the value of such a system!

Further developments will be reported in the newsletter and at the annual general meeting.

Upliftment Centre on erf 3054

Good news!

As a result of continuous legal pressure by the Municipality, including a threat of a high court action, the operators vacated the property early in October. Problem solved!

This outcome was the result of the BBRA playing an active role in firstly appealing the use and thereafter maintaining pressure on the Municipality to terminate the illegal on-going use.

Upgrading of water reticulation

The replacement of badly eroded pipes and/or the upgrading of pipes of a larger diameter is going well and the inconvenience to residents is kept to the minimum. More fire hydrants are also being provided in upgraded areas.

Baboon Management

Residents are again advised to only use baboon proof bins with a proper lock mechanism. Failure to do so could lead to a hefty fine. The main advantage is that it will prevent baboons entering residential areas in search of food and thus conflict between humans and animals can be avoided.

Please do not let our loping neighbours faze you. Rather have a word with our local baboon monitoring action group to learn how best to establish good relations with these hairy neighbours.

Undeveloped State and municipal erven

The BBRA task team is actively pursuing a study into the future use of these erven and will soon meet with the Town planner from the Department of Public Works.

Coastal footpaths

The small task team consisting of BBRA members, hiking club members and environmental specialists has already conducted two investigative walks. Whilst there is clearly potential for such a path in the Sunny Seas area (which could eventually link up to other footpaths elsewhere in Betty’s Bay) it also evident that a number of obstacles would have to be overcome. These include an on the ground survey of existing rights of way, high water marks, environmental issues and eventually also labour and funds.

Readers who are interested in this study are invited to offer their services as we welcome all constructive support.

Commercial and community nodes

In the October newsletter it was mentioned that the existing commercial and community nodes are not integrated and cohesive developments and appear to be haphazardly lumped together in a disjointed manner. Ingress and egress points underscore the lack of cohesion. There is very little that will attract a passing motorist to stop and spend time and money.

The BBRA’s small committee to investigate the future growth and development of Betty’s Bay met with the municipal town planners, engineers, the Provincial roads engineer and a private town planner. The outcome has been very positive and the Municipality has decided to, in principle, support this initiative and conduct a preliminary study on roads, services and urban design. Property owners and other interested parties such as tenants will also be consulted in the near future.

Your membership is now up for renewal at a nominal amount of R75,00 per person per year. Please renew as soon as possible!

While reading this newsletter it must have become clear that the committee members are working very hard – without any remuneration and with a lot of personal sacrifices.

Please encourage your friends and neighbours to join and strengthen our numbers and voice.

Due to our numbers and active participation we are already experiencing that the Municipality and other organs of state are listening and positively reacting to our requests. Application forms can be found on our website contacts page.

Vanaf 10h00 tot 12h00 op Saterdag 16 November 2019 sal die Overstrand Brandweerhoof, Lester Smith, die langverwagte verslag oor die 11 Januarie brand in die Crassulasaal lewer. Vrae kan na afloop daarvan gestel word. Alle inwoners word na hierdie belangrike vergadering uitgenooi.


Persone wat na aan die natuur wil leef, vestig hul graag in Bettysbaai. Om in ‘n plantkoninkryk midde in ‘n wêreldbekende biosfeer met panoramiese berg- en see-uitsigte te woon, is ‘n wonderlike voorreg. Om die sterrehemel ten beste te waardeer het inwoners tot dusver straatligte en ligbesoedeling teëgestaan.

Ligbesoedeling is ‘n uiters sensitiewe saak en inwoners word aangeraai om buiteligte en die wattomvang daarvan te beperk. Dit word ook aanbeveel dat ligte afwaarts skyn en van hortjie-tipe skerms voorsien word. Met stygende misdaad moet daar uiteraard ‘n balans tussen omgewingsoorwegings en sekuriteit getref word. In die volgende uitgawe sal daar weer hieroor berig word en lesers word uitgenooi om hul sienswyses te deel.

Beleid vir skoonmaak van erwe.

Die Munisipaliteit oorweeg steeds hierdie beleid. Nadat die beleid gefinaliseer is, sal ‘n opsomming daarvan in ons nuusbrief verskyn en ‘n skakel na ons webtuiste voorsien word.

Buurtwag, veiligheid en sekuriteit.

’n Vergadering rakende die aanbring van kameras deur die Munisipaliteit op die R44 het op 14 Oktober met die munisipale direkteur verantwoordelik vir openbare beskerming en wetstoepassing, plaasgevind. Die gesprek was baie positief en dit word voorsien dat die eerste kameras teen die eind van die jaar opgerig kan word. Die kameras sal 24/7 vanuit die munisipale beheerkamer gemonitor word met ‘n verbinding na die SAPD.

In ‘n onlangs rooftog in Pringlebaai het die SAPD die beeldmateriaal van die kameras bestudeer en kort daarna die misdadigers gearresteer. ‘n Klinkklare bewys van die doeltreffendheid van die stelsel!

Verdere verwikkelinge sal in hierdie nuusbrief en ook tydens die algemene jaarvergadering oor verslag gedoen word.

Die “Upliftment Centre” op erf 3054

Goeie nuus!

As gevolg van volgehoue druk deur die Munisipaliteit, met inbegrip van ‘n dreigende hooggeregshofaksie, het die persone in bedryf van die eiendom dit in Oktober ontruim. Probleem opgelos!

Hierdie uitkoms is ook te danke aan die BBBV wat suksesvol teen die toestaan van die gebruiksreg ge-appèlleer het en daarna voortduren die Munisipaliteit versoek het om te sorg dat die onwettige gebruik be-eindig word.

Opgradering van die Waternetwerk

Die opgradering van die waternetwerk deur byvoorbeeld pypvervanging en/of die opgradering na pype met ‘n groter deursnee vorder goed en die minimum ontwrigting word ervaar. Meer brandkrane sal ook in die opgradeerde gebiede aangebring word.

Bestuur van Bobbejane

Inwoners word steeds aangeraai om slegs bobbejaanbestande vullishouers met ‘n behoorlike slotmeganisme te gebruik. Versuim om dit te doen, kan op ‘n stewige boete uitloop. Die grootste waarde lê egter daarin om te keer dat bobbejane woongebiede op soek na kos binnekom en dit tot onnodige konflik tussen mens en dier lei.

Moet tog nie dat ons ratse vriende jul ontstel nie. Praat eerder met ons plaaslike moniteringsgroep en leer hoe om goeie verhoudinge met ons harige bure te vestig.

Onontwikkelde Staats- en munisipale erwe.

Onsekerheid oor die toekomstige gebruik asook die oënskynlike verwaarlosing van hierdie leë erwe het die BBBV genoop om dit met die Munisipaliteit op te volg. Die eerste gesprek was baie positief en ‘n klein taakspan van die BBBV is aktief besig met ‘n studie oor die toekomstige gebruik van hierdie erwe en sal binnekort die beplanner van die Departement van Openbare Werke ontmoet.


Die taakspan bestaande uit BBBV komiteelede, stapklublede en omgewingskundiges het reeds twee ondersoekende staptogte uitgevoer. Daar is moontlikhede vir so voetpad in Sunny Seas en wat dan by ander bestaande voetpaaie in Bettysbaai kan aansluit. Daar is egter struikelblokke wat oorkom moet word. Dit sluit in ‘n studie van bestaande regte van weg, hoogwatermerke, omgewingsaspekte en dan natuurlik arbeid en fondse.

Lesers wat in hierdie projek belangstel, word uitgenooi om met die BBBV kontak te maak. Enige hulp en konstruktiewe bydraes sal waardeer word.

Kommersiële en gemeenskapsentrums.

In die Oktober nuusbrief is vermeld dat daar ongelukkig nie veel is wat die bestaande kommersiële en gemeenskapsnodusse bind nie en gee dit ‘n losstaande en oppervlakkig saamgflanste gevoel. Die toegange en uitgange gee ‘n verdere verbrokkelde gevoel. Daar is niks wat verbygangers sal trek om tyd (en geld) daar te spandeer nie. Die klein komitee wat aangestel is om sinvol na die toekomstige groei en ontwikkeling van Bettysbaai te kyk, het onlangs met die munisipale stadsbeplanners, ingenieurs, die Provinsiale paaie-ingenieur en ‘n privaatsektor beplanner vergader. Die uitkoms was besonder positief en die Munisipaliteit het in beginsel besluit om die ondersoek te steun en ‘n voorlopige studie na paaie, dienste en stedelike ontwerp te doen. Eiendomseienaars en ander belanghebbendes soos huurders sal ook eersdaags betrek word.

Met die lees van hierdie nuusbrief is dit duidelik dat die komiteelede (sonder enige vergoeding en dikwels met groot persoonlike opofferinge!) baie hard werk. Moedig asb vriende en bure aan om by ons aan te sluit en sodoende ons getalle en stem te versterk. Aansoekvorms kan op ons webtuiste kontakte gevind word.
