 To get more information on matters your Association was involved with and what the BBRA committee members did to protect and promote your interests you are again invited to the Annual General Meeting to be held at 10h00 on Saturday 14 December in the Crassula Hall. There will an enlightening report from Chairperson, Bill Steyn, and committee members for 2020 will be elected.

Fire Report

The long awaited report on the 11 January fire was presented by the Overstrand Fire Chief, Lester Smith, at a well-attended meeting on Saturday 16 November 2019 from 10h00 to 12h00 in the Crassula hall.

Key points made were:

  • The legal environment within which fire services are rendered. A complicating issue is that powers and functions are divided between the District municipality (Overberg) in respect of veld and mountain fires and the Local municipality (Overstrand) in respect of “urban” fires. Furthermore Cape Nature is in charge of proclaimed conservation areas. It is thus possible that any of the three institutions could be in control of the Incident Command.
  • Although the fire started around midnight in a nature reserve there were fire-fighters and vehicles on site within a short space of time. It was a difficult terrain to access especially at night and with limited water.
  • The typical internet overload on New Year’s Day delayed and hampered communication.
  • A comprehensive chronological sequence of events exists and a summary thereof was provided.
  • On 11 January there were three major fires in Overstrand namely in Betty’s Bay, Hermanus and Franskraal. In spite of assistance from about ten other institutions including various municipalities and Working-on-Fire these resources were geographically thinly spread.
  • The fires were fuelled by abnormally strong winds peaking at times with gusts exceeding 100 km/h.
  • The fire load, due to vegetation in certain areas not having burnt for about 30-40 years, was massive.
  • Helicopters and ground fire fighter crews were at all times under the control and command of a spotter plane from where a macro perspective could be obtained. Factors such as wind speeds, poor visibility due to smoke or time of day and the locality of fires all played a role in the deployment of helicopters and fire fighters.

In response to questions he highlighted the need for a defendable space around properties by clearing or reducing overgrowth. The inadequate water network in Sunny Seas is currently being progressively addressed as part of multi-year upgrading project. Evacuation order communication was hampered by networks going down and the SAPS and municipal Law Enforcement at the same time having to cope with violent protests in Zwelihle and the Franskraal areas.

As some residents have threatened legal action he was not in a position to answer all questions but undertook to respond to submitted questions in writing. Light Pollution

This sensitive matter was again discussed at the November BBRA meeting.

It was reported that the original by-law that applied inter alia to Betty’s Bay had been repealed and that the only provision in this regard prohibits external lights being installed that could blind oncoming traffic.

All other “nuisance” lights fall outside the scope of this provision and should be resolved between the respective property owners either by way of an amicable and mutually acceptable arrangement or by instituting legal action in terms of private (neighbour) law.

With crime on the increase a balance has obviously to be struck between environmental considerations and security measures.

Residents are again strongly advised to keep exterior lights and the wattage to the minimum. Installing lights with downward sloping louvres or so-called “eyelids” is recommended.

An informative leaflet can be viewed on the BBRA website. By adhering to the guidelines contained therein friction can be avoided and a safe personal area created.

Plot clearing policy

This policy is still being considered by the Municipality and a further round of public participation may become necessary.

Residents will be kept informed of developments.

Neighbourhood Watch, safety and security

There have been no significant recent developments in this regard. The BBRA has decided to await the finalisation of the Kleinmond proposed camera project as well as the Municipality’s acquisition of cameras that can be used at various places on the R44

Further developments will be reported at the annual general meeting.

Upgrading of water reticulation

After many years of complaining about poor water pressure, the use of asbestos cement pipes and the absence of fire hydrants the replacement of badly eroded pipes and/or the upgrading of pipes of a larger diameter is going well.

And now certain residents are complaining and even becoming abusive when there are temporary interruptions in the water supply! An urgent plea is made for more understanding and appreciation for this important project and NOT to harass the parties involved or swear at them. They really don’t deserve it!

Holiday season

Some very practical guidelines to make the holiday season a pleasant one for residents and visitors alike can be found in a brochure on our website.

Please take special note of the following:

  • Don’t feed wild animals or birds or leave pet food outside – it also attracts baboons.
  • Control dogs by keeping them on a lead. Endangered birds are often traumatised or even killed by uncontrolled dogs.
  • Don’t pick or relocate wild flowers – it is illegal.
  • Place all refuse in baboon proof bins.
  • Don’t act violently against or even shoot at baboons- rather take measures to prevent them from becoming unwelcome house guests.
  • Unattended braai fires may lead to another devastating fire – please be very careful. Fireworks are a strict no-no!
  • Unfortunately we do have crime and theft from cars in particular is on the increase.
  • Don’t create your own footpaths over other properties to gain coastal access and especially not over dunes.
  • Residents and visitors are requested to keep streets, sidewalks, verges and open spaces clean and tidy and encourage neighbours to do the same. There are not enough municipal cleaners to tidy up the whole of Betty’s Bay. In any event, it is our village of which we are proud residents!

Coastal footpaths

This project to create new coastal footpaths and link existing ones, is still underway and, as previously reported, an on the ground survey of existing rights of way, high water marks, environmental issues are all receiving attention.

Commercial and community nodes

The BBRA’s initiative to review the existing commercial and community nodes in Betty’s Bay, as reported in the October and November newsletters, has gained momentum.

Firstly the Municipality has now appointed a small multi-disciplinary consultancy team to conduct a preliminary study on roads, storm water, essential services and urban design.

Secondly professional people within our community have volunteered their services.

Property owners and other interested parties such as tenants will also be consulted in the near future.

Festive season wishes

Jy word weer eens uitgenooi om die Algemene Jaarvergadering om 10h00 op Saterdag 14 Desember in die Crassulasaal by te woon. Kom vind uit wat jou Vereniging gedoen het om jou belange te beskerm en te bevorder. Daar sal ‘n insiggewende verslag van ons voorsitter, Bill Steyn, wees en komiteelede vir 2020 sal ook verkies word.


Die langverwagte verslag oor die 11 Januarie brand is vanaf 10h00 tot 12h00 op Saterdag 16 November 2019 deur die Overstrand Brandweerhoof, Lester Smith, in die Crassulasaal aan ‘n groot gehoor gelewer.

Die volgende kernaspekte was gedek:

  •  Die komplekse regsraamwerk waarbinne brandweerdienste gelewer word. So byvoorbeeld word funksies en bevoegdhede tussen die Distriksmunisipaliteit (Overberg) ten opsigte van veld- en bergbrande en die Plaaslike munisipaliteit (Overstrand) ten opsigte van “stedelike” brande. Voorts is Wes-Kaapse Natuurbewaring in beheer van geproklameerde natuurgebiede. Dit is dus moontlik dat op ‘n gegewe tydstip enigeen van hierdie drie instellings in beheer van ‘n insident bevelspos is.
  • Ofskoon die brand ongeveer middernag in ‘n natuurreservaat begin het, was daar spoedig brandbestryders en voertuie op die toneel. Dit was donker, ‘n moeilike begaanbare terrein en met beperkte water.
  • Die gebruiklike oorlading van die internet op Nuwejaarsdag het kommunikasie bemoeilik en vertraag.
  • ‘n Omvattende lys van insidente in chronologiese orde bestaan en ‘n opsomming daarvan is gegee.
  • Op 11 Januarie was daar drie grootskaalse brande in Overstrand, naamlik in Bettysbaai, Hermanus en Franskraal. Nieteenstaande hulp van ongeveer tien ander instellings waaronder verskeie munisipaliteite en Werk-met-Vuur was hierdie hulpbronne dun versprei oor so ‘n groot gebied.
  • Die brande was deur abnormal sterk winde, wat by tye teen meer as 100km/h gewoed het, aangejaag.
  • Die brandbare massa was uitermate groot omdat daar in die afgelope 30-40 jaar geen brande was nie.
  • Die helikopters en brandbestryders op die grond was deurentyd onder die beheer van ‘n verkenningsvliegtuig wat ‘n makro uitsig op die brandgebied gehad het. Faktore soos windspoed, swak sig van- weë rook, die tyd van die dag en die ligging van die brande het almal ‘n rol gespeel met die aanwending van die helikopters en die brandbestryders.

In reaksie op vrae het hy die noodsaaklikheid om plantegroei te verwyder of te beperk ten einde verdedigbare ruimtes by eiendomme te skep, beklemtoon. Die gebrekkige water netwerk in Sunny Seas word tans inkrementeel as deel van ‘n meerjarige opgraderingsprojek aangepak. Ontruimingskommunikasie is deur netwerke buite werking en die aanwending van die SAPD en die Munisipale Wetstoepassers om gewelddadige betogings in Zwelihle en Franskraal onder beheer te bring, gekortwiek.

Aangesien sommige inwoners ‘n regsoptrede beoog, was hy nie in staat om alle vrae dadelik te beantwoord nie, maar hy het onderneem om gestelde vrae skriftelik te beantwoord. Hierdie sensitiewe onderwerp is weer tydens die Novembervergadering van die BBBV bespreek.

Daar is verslag gedoen dat die oorspronklike verordening wat onder andere op Bettysbaai betrekking gehad het, herroep is en dat die enigste toepaslike bepaling slegs die gebruik van ligte wat motoriste kan verblind, verbied word.

Alle ander “oorlasligte” val buite die bestek van hierdie bepaling en moet dus deur bure onderling op ‘n vriendskaplike en wedersyds bevredigende wyse geskik word of deur ‘n privaatregtelike (burereg) aksie in te stel.

Met stygende misdaad moet daar uiteraard ‘n balans tussen omgewingsoorwegings en sekuriteit getref word.

Inwoners word weer eens aangeraai om buiteligte en die watt-omvang daarvan te beperk. Dit word ook aanbeveel dat ligte afwaarts skyn en van hortjie-tipe skerms voorsien word.

‘n Insiggewende pamflet kan op die BBBV se webtuiste gelees word. Indien inwoners hul daarby bepaal, kan konflik vermy word en ‘n veilige persoonlike area geskep word.

Beleid vir skoonmaak van erwe

Die Munisipaliteit oorweeg steeds hierdie beleid en ‘n volgende ronde openbare deelname mag dalk nodig wees. Inmiddels geld die ou beleid steeds.

Inwoners sal op die hoogte van verwikkelinge gehou word.

Nadat die beleid gefinaliseer is, sal ‘n opsomming daarvan in ons nuusbrief verskyn en ‘n skakel na ons webtuiste voorsien word.

Buurtwag, veiligheid en sekuriteit

Daar was geen belangwekkende onlangse verwikkelinge in hierdie verband nie. Die BBBV het besluit om die finalisering van die beoogde Kleinmond kameraprojek sowel as die Munisipaliteit se verkryging van kameras wat op verskeie punte op die R44 aangewend kan word, af te wag alvorens enige verdere stappe gedoen word.

Verdere verwikkelinge sal in hierdie nuusbrief en ook tydens die algemene jaarvergadering oor verslag gedoen word.

Opgradering van die Waternetwerk

Na jarelange klagtes oor swak waterdruk, die gebruik van asbessement waterpype en die afwesigheid van brandkrane vorder die pypvervanging en/of die opgradering na pype met ‘n groter deursnee goed en die minimum ontwrigting word ervaar.

Ongelukkig is daar nou sekere inwoners wat oor die tydelike afsluiting van die water kla en selfs onbeskof optree! ‘n Dringende beroep word op inwoners gedoen om groter begrip en waardering vir hierdie projek te hê en nie die betrokke partye die harnas in te jaag en op hulle te skel nie. Hul verdien dit regtig nie!


Uiters nuttige en praktiese wenke wat tot ‘n aangename vakansie sal bydra, verskyn in ‘n pamflet wat op ons webtuiste www.bettysbay.info gevind kan word.

Neem in besonder kennis van die volgende riglyne:

  • Moenie wilde diere of voëls voer nie of troeteldere se kos buite los nie – die kos lok bobbejane.
  • Hou honde onder beheer deur altyd ‘n leiband te gebruik. Skaars of bedreigde voëlspesies word andersins dikwels gedood of getraumatiseer.
  • Moenie blomme/plante onregmatiglik verwyder nie.
  • Plaas alle huishoudelike afval in bobbejaanbestande asblikke.
  • Moenie bobbejane gewelddadiglik verwilder nie en moet veral nie op hul skiet nie – sorg eerder dat hul nie onwelkome huisbesoekers word nie.
  • Na die vernietigende brand van Januarie moet daar veral gewaak word teen braaivleisvure. Die afvuur van enige vuurwerke is streng verbode!
  • Ons is ongelukkig nie misdaadvry nie en veral diefstal uit motors vind algemeen plaas.
  • Moenie voetpaadjies oor ander eiendomme ooptrap nie en veral nie oor die sandduine nie.
  • Inwoners en besoekers word versoek om paaie, sypaadjies, padreserwes en openbare plekke skoon en netjies te hou en ook hul bure aan te moedig om dieselfde te doen.Daar is nie genoeg munisipale werkers om die hele uitgestrekte Bettysbaai skoon te maak nie. Dis in ieder ons dorp en waarop ons trots is!

Die inisiatief om nuwe kuswandelpaaie te skep en bestaandes te verbind, vorder geleidelik en, soos voorheen berig, word ‘n studie van bestaande regte van weg, hoogwatermerke en omgewingsaspekte tans gedoen.

Kommersiële en gemeenskapsentrums

Die BBBV se inisiatief (soos in die Oktober en November nuusbriewe berig) om bestaande kommersiële en gemeenskapsnodes te hersien, begin nou momentum kry.

In die eerste plek het die Munisipaliteit pas ‘n klein multi-dissiplinêre taakspan aangestel om ‘n voorlopige studie oor paaie, stormwater, noodsaaklike dienste en stedelike ontwerp te doen.

Tweedens het professionele persone vanuit die gemeenskap hul dienste gratis aangebied.

Eiendomseienaars en ander belanghebbendes soos huurders sal ook eersdaags betrek word.
