Bbra Newsletter April 2020: Covid-19 Edition (continued)

Dear member,
Does it also feel that by now it should be COVID-20? Lockdown has had a debilitating effect on the BBRA and surely on all Betty’s Bay ratepayers and other stakeholders as well.

For a second month we could not have a committee meeting. But quite frankly with so little going on in our extra peaceful village there was no urgent need to have one – not even via Zoom/Skype or other virtual meeting method.

In order to counter the negative financial impact of COVID-19 on our ratepayers we submitted well motivated representations (available on our website) to the Municipality that the 2020/21 draft budget be comprehensively reviewed in order to prevent rates and tariff increases. Savings on expenditure items were also proposed.

All our activities, including those projects referred to in previous newsletters, have been placed on hold and even if we were to try and do something there will not be any reaction as all authorities are either fighting the virus or hibernating.

Hopefully as from 1 May (although being a public holiday) things will slowly move into first gear. Not quite sure about building activities – perhaps plan approvals?

During lockdown the Municipality continued to provide the vacuum tanker and refuse removal services at a regular and high standard. Water was always available and the few repairs required were promptly carried out. The protection services were always available although hardly needed. As residents we are very appreciative of living in the Overstrand municipality.

Crime was at a low level and ESKOM kept the lights burning.

Community Affairs

The Hangklip Community Care Centre (HCCC), subject to current limitations, continued with its activities at the Lakeside Chapel. This includes the distribution of chronic medication and cooked meals for those in need thereof but strictly only on a take away basis to those currently receiving same in this manner.

Food parcels for the needy in the Hangklip/Kleinmond area were made up from generous donations by the communities and distributed with the assistance of the three local councillors, Grant Cohen, Fanie Krige and Charmaine Resandt, as they were not subject to movement limitations.

Lockdown and Employees

Residents are once more urged, if at all possible, to continue paying the wages, whether in part or in full, of their domestic workers and/or gardeners. These employees are still house bound and unable to earn any income and their plight is worsening by the day

Neighbourhood Watch, safety and security

Due to current restrictions the Neighbourhood Watch may not operate but the security companies have improved their patrols and vigilance.

Refuse Collection Matters

Important notice:

During lockdown all used gloves, masks, tissues and disinfecting wipes/cloths should be double bagged (each bag properly tied) and stored for at least 5 days, preferably in the sun, before being placed in the baboon proof wheelie bin or bag cage. This is essential in households where someone has tested positive for COVID-19 and recommended in all other cases.
Wheelie bins and cages, especially the lids and handles, should be properly disinfected, and hands thoroughly washed thereafter.

The Municipality has amended its refuse collection days during lockdown as follows:

  • Sunny Seas area on Tuesdays.
  • Remainder of Betty’s Bay on Wednesdays.

COVID-19 uitgawe (Vervolg)

Teen hierdie tyd kan ons al amper van COVID-20 praat – of hoe?

Grendeling het ‘n verlammende uitwerking nie net op die BBBV se werksaaamhede nie, maar ook vir ons belastingbetalers en ander belanghebbendes.

Vir ‘n tweede maand kon ons nie as ‘n komitee vergader nie. Omdat daar in ieder geval so min in ons, en nou nog rustiger, dorpie gebeur, was daar nie werklik ‘n behoefte daaraan nie – nie eens by wyse van Zoom/Skype of ander virtuele metode nie.

Ten einde die negatiewe impak van COVID-19 op almal se finansies teë te werk het ons ‘n weldeurdagte vertoë (wat ook op ons webtuiste is) aan die Munisipaliteit gerig om die konsep 2020/21 begroting omvattend te hersien ten einde tarief- en belastingverhogings te vermy. Voorstelle is ook gemaak om uitgawes te besnoei.

Al ons aktiwiteite, met inbegrip van al die projekte waarna in vorige nuusbriewe verwys is, is op die lange baan geplaas. Selfs indien ons iets sou wou doen, is die betrokke owerhede óf besig om die virus te beveg óf om te winterslaap.

Al is I Mei ‘n openbare vakansiedag sal sake hopelik na ‘n eerste rat oorskakel. Nie so seker oor bouwerk nie, maar darem bouplangoedkeurings?

Tydens hierdie grendeltyd het die Munisipaliteit voortgegaan om suigtenkdienste en vullisverwydering op ‘n gereelde basis doeltreffend te lewer. Water was altyd beskikbaar en die enkele gerapporteerde lekke is spoedig herstel. Die beskermingsdienste was deurentyd beskikbaar, maar selde benodig. As inwoners van Overstrand kan ons diep dankbaar teenoor so ‘n goeie munisipaliteit wees.

Misdaad was op ‘n lae vlak en ESKOM het die ligte laat brand!

Gemeenskapsake

Die Hangklip Community Care Centre (HCCC) het, onderhewig aan beperkinge, met sy besondere werk by die Lakeside kapel voortgegaan.

Dit sluit in die verspreiding van kroniese medikasie asook gekookte maaltye vir persone wat daarvoor kwalifiseer. Dit is egter slegs op ‘n wegneembasis vir persone wat dit tans op hierdie wyse ontvang, beskikbaar.

Kospakkies vir behoeftiges in die Hangklip/Kleinmondgebied is met ruim skenkings deur die gemeenskap opgemaak en met behulp van ons drie raadslede Grant Cohen, Fanie Krige en Charmaine Resandt, wat nie ingeperk is nie, versprei.

Inperking en werknemers

Inwoners word weer aangemoedig om, indien moontlik, die lone van hul huishulpe en/of tuinwerkers òf ten volle òf minstens gedeeltelik tydens inperking te betaal. Hul is steeds huisgebonde en kan geen inkomste verdien nie en hul ellende vererger daagliks.

Buurtwag, veiligheid en sekuriteit.

Ingevolge afgekondigde bepalings mag geen Buurtwag bedryf word nie, maar die sekerheidsfirmas het hul patrolliedienste en waaksaamheid verskerp.

Vullisverwydering

Belangrike kennisgewing: Tydens die grendeltyd moet alle gebruikte handskoene, maskers, snesies en ontsmettingslappies op ‘n dubbelsakbasis (elkeen afsonderlik toegeknoop) vir minstens 5 dae, en verkieslik in die son, geberg word alvorens dit in die bobbejaanbestande vullishouer/mobiele asblik geplaas word. Dit is noodsaaklik in gevalle waar iemand van ‘n huishouding positief vir COVID-19 getoets is en aanbevole in alle ander gevalle.
Ontsmet ook die afvalhouers (veral die deksels en handvatsels) en was jou hande deeglik nadat die houer hanteer is.

Tydens die tydperk van inperking is die Munisipaliteit se nuwe reëling vir die verwydering van vullis soos volg:

  • Sunny Seas op Dinsdae
  • Die res van Bettysbaai op Woensdae
