We have had a busy month and some of the matters attended to at our October meeting were as follows:
Community And Cultural Affairs
Please remember to join us on Wednesday 11 November at 17h45 for 18h00 in the Crassula Hall to listen to Gert Claassen’s talk on a lost city that he found in a jungle in the Amazon and the origin of which will amaze most people.

We will ensure that all procedures and requirements will be met including social distancing in terms of seating. But remember: no mask, no entry.

The Fire Season Has Officially Started! Are You Prepared And Ready?
Based on lessons learnt from the major fires in the Western Cape, including the one in Jock’s Bay and Sunny Seas in Betty’s Bay, the provincial government and fire and rescue services prepared a booklet Be Wild Fire Ready. This booklet contains guideline on preparing for a fire risk, maintaining fire-wise gardens, protecting and/or evacuating your home.
This booklet is available in electronic format on both our website and Facebook site. A limited number of hard copies will be selectively distributed.
You can start with the total removal of aliens and by reducing the fire load of indigenous plants eg. by trimming the height of plants and/or the clearing of dead wood beneath the canopies of plants. All eradicated plant material must also be removed from the property.
Owners of vacant erven who fail to respond to the request to clear their properties not only run the risk of having it cleared by the Municipality’s contractors and the costs recovered from the owner but are also endangering their neighbours’ properties.
The Fire Chief is interacting with members of the BBRA and a Fire Attack meeting was held in mid-October to finalise the “Fire Pre-Attack Plan Map” which will be used in the event of a multi-day fire.

Important Note: There is a telegram group called Betty’s Bay Fire & Rescue as well as a facebook group Betty’s Bay Community Volunteer Fire Fighters where important updates are posted and a “Fire Wise” series will soon start running.
AGM Get Involved
Our AGM is due to take place at 10h00 on Saturday 12 December 2020 in the Crassula Hall but with Covid-19 we might have difficulty in obtaining a quorum at the meeting so it is intended to conduct the AGM as follows:
- For those who cannot attend in person we will place the Chairman’s report, Financial statement and Treasurer’s report on our web site.
- The notice of the AGM will go out to all members by E-Mail and they will be requested to confirm acceptance thereof by return E-Mail. This notice will of course include issues such as committee membership and all other arrangements for the adjusted AGM.
We will then combine these acceptances and physical attendances to make up the quorum of 40 being the 10% of membership required.
Roads Update
CLARENCE DRIVE (R44) SPEEDING
Regular speed checks are being conducted on Clarence drive (R44) in Betty’s Bay. The statistics for October have not yet been received from the Municipality.
The appointed consulting engineers who are investigating the possibility of creating a circle at the Porter Drive intersection with the R44 had another meeting with our task team and the Municipality on 21 October. The advanced draft design will soon be discussed with BB CBD property owners.
MAINTENANCE OF GRAVEL ROADS
Members of the roads and storm water portfolio are currently investigating new technology that will assist in the evaluation of road conditions and what remedial action is required. It is believed that this will lead to a more scientific evaluation, prioritisation and fit for purpose grading and dust proofing. As it will be underpinned by scientifically based findings it should also lead to a road building and tarring programme which is long overdue.
Overstrand Library Drop-Off Cage

In a previous newsletter it was reported that the weekend drop-off cage would be removed by the end of October. This is no longer the case and the cage will remain operational until approximately mid-January 2021. The Municipality’s by-law requiring each household having animal-proofed bins must still be adhered to. Home owners are urged to inform holidaymakers in their homes to use these bins alternatively the drop off cage.
Domestic refuse shouldn’t create take away opportunities for baboons!
Refuse Recycling And Removal

Many residents who care about the environment now take their sorted recyclable waste to the clearly marked bins on the property adjacent to the SASOL filling station in Kleinmond. The proceeds are again put to good use by various welfare organisations.
Residents are reminded that refuse must be placed on the sidewalk/road verge by NOT LATER than 07h30 on the collection day.
Beach Pollution

Many beaches in Overstrand and the Cape peninsula have been polluted by plastic pellets also known as nurdles. These plastic beads, about 3 mm in diameter are disastrous for marine as well as bird life as, once ingested, it blocks the gut of especially smaller animals and they die by starvation.
Residents are urged to collect the nurdles or report the presence thereof by providing the exact locality by way of GPS co-ordinates to the Environmental department at 028 316 3724 (office hours) or 028 313 8111 (after hours).
Collected nurdles will float in a collection bucket and can be skimmed off with a sieve or even shade cloth. View a video on our facebook page on how to safely collect nurdles. Retrieved nurdles should NOT be placed with other waste as it can cause further contamination. Rather hand these in at municipal offices or place in the sign-posted wheelie bins at Silver Sands and Stony Point beach car parks.
Municipal Court
A very successful meeting was held with the building inspectorate and the municipal court prosecutor. Key issues such as processes and procedures were clarified in an effort to bring persistent transgressors of building legislation before the court. There are currently 25 pending summonses regarding such problem buildings that are to the detriment of the neighbouring properties. Owners of such buildings are well advised to obey the law or suffer the consequences.
Be Crime Vigilant

With the holiday season approaching especially opportunistic crimes can spike.
Some tips include:
- Don’t openly display valuables such as cash, mobile phones, cameras and jewellery;
- Don’t hike or cycle on your own;
- Don’t leave windows and doors open when leaving the house and activate your alarm system

028 313 8111 for basic service emergencies e.g. burst water pipes
028 313 8996 law enforcement complaints.

Die Brandseisoen Het Amptelik Begin! Is Jy Voorbereid En Paraat?
Hierdie publikasie het ‘n beperkte oplaag wat volgens aanvraag versprei sal word, maar dit kan ook op ons webtuiste en op ons Facebook gevind word.
Jy kan die brandgevaar verlaag deur indringerplante te verwyder en die brandlading van inheemse plante te verminder deur byvoorbeeld die hoogte te beperk en onder struike skoon te maak. Alle afgesnyde plantmateriaal moet van die erf verwyder word.
Inwoners wat die versoek om hul leë erwe skoon te maak, ignoreer, loop die risiko dat die erwe deur munisipale kontrakteurs op koste van die eienaars skoongemaak word. Boonop skep hul ‘n brandgevaar vir hul bure.
Die BBBV is ook in noue kontak met die Brandweerhoof en in Oktober is die dokument “Fire Pre-Attack Plan Map”, wat ‘n meerdaagse brandstrategie bevat, gefinaliseer.

Algemene Jaar Vergardering
Die AJV vind om 10h00 op Saterdag 12 Desember in die Crassulasaal plaas. As gevolg van COVID-19 beperkinge mag ons probleme ondervind om die vereiste kworum te hê en daarom sal die volgende geld:
- Ons plaas die voorsittersverslag, finansiële state en tesouriersverslag op ons webtuiste waar persone, wat nie kan bywoon nie, dit kan aflaai.
- Die kennisgewing word aan alle lede per e-pos versend en hul kan ‘n bywoningsontvangs per e-pos erken. Die kennisgewing sal ook volle besonderhede van komiteelede en reëlings vir die vergadering bevat.
Hierdie elektroniese bywoning saam met lede wat in persoon teenwoordig is, behoort ons die vereiste 10% bywoning te gee.
Opdaad van Paaie
SPOED OP CLARENCERYLAAN (R44)
Gereelde snelstrikke word op die R44 (Clarencerylaan) in Bettysbaai opgestel. Die statistiek vir Oktober is ongelukkig nog nie van die Munisipaliteit ontvang nie.
Die raadgewende ingenieurs wat die moontlikheid ondersoek om ‘n verkeersirkel by die Porterwegaansluiting met die R44 aan te bring, het op 21 Oktober ‘n verdere vergadering met die BBBV taakspan en die Munisipaliteit gehad. Die meer gevorderde ontwerp sal binnekort met eiendomseienaars van sakepersele bespreek word.
INSTANDHOUDING VAN GRUISPAAIE
Ons portefeuljehouers vir paaie en stormwater ondersoek tans ‘n nuwe tegnologie wat die toestand van paaie en die vereiste herstelwerk evalueer.
Dit word vertrou dat dit tot ‘n meer wetenskaplike benadering vir die evaluering, voorkeurordebepaling en die toepaslike skraping en uiteindelike stofdigting van paaie sal lei – die vervulling van ‘n langbestaande behoefte!
Oorlaaihouer by die Biblioteek

Daar is voorheen berig dat Munisipaliteit beplan om die houer aan die einde van Oktober 2020 te verwyder.Dit gaan nie meer gebeur nie en dit sal tot ongeveer middel Januarie 2021 daar bly. Die munisipale verordeninge oor dierbestande vullishouers moet steeds nagekom word. ‘n Beroep word op huiseienaars gedoen om vakansiegangers in hul huise in te lig om net die oorlaaihouer of die regte vullishouers te gebruik.
Huishoudelike afval moenie wegneemetes vir bobbejane bied nie!
Vullisverwydering En – Herwinning

Inwoners wat omgewingsbewus is, plaas toenemend hul herwinbare afval in die vullishouers wat op die perseel langs die SASOLvulstasie in Kleinmond staan. Doen dit ook en help terselfdertyd ook die begunstigde welsynsorganisasies.
Strandbesoedeling
Talle strande in die Overstrand en die Kaapse skiereiland se strande is met klein plastiekkorrels besoedel. Hierdie korrels, ongeveer 3mm in grootte, is uiters skadelik vir veral kleiner vissoorte en ook voëls want dit veroorsaak ‘n obstruksie in die spysvertering waarna dit van honger vrek.Inwoners word versoek om die strande weer te help skoonkry deur die ligging daarvan, verkieslik by wyse van GPS-koördinate aan die omgewingsbeamptes by 028 316 3724 (kantoorure) of 028 313 8111 (na-ure) te rapporteer. Die korrels kan in ‘n houer opgeskep word, waarna dit boontoe sal dryf en met ‘n skepnet of stukkie skadunet verwyder kan word. ‘n Video wat die veilige hantering van hierdie korrels toon, is op ons faceboekblad gelaai. Die korrels moet daarna nie soos gewone vullis hanteer word nie want dit kan verdere besoedeling en kontaminasie veroorsaak. Die herwinde korrels kan of by munisipale kantore ingehandig word of in die spesiale en duidelikgemerkte houers by Silver Sands en Stony Point parkeerterreine geplaas word.
Die Munisipale Hof En Probleemgeboue
‘n Waardevolle vergadering met die bou-inspektoraat en die aanklaer van die munisipale hof het onlangs plaasgevind. Die fokus was op prosesse en prosedures om eienaars van probleemgeboue, wat aanhoudend die geldende wetgewing oortree, voor die hof te kry. Daar is tans 25 uitstaande dagvaardings rakende oortredings van die Nasionale Bouregulasies en die munisipale verordeninge. Hierdie geboue benadeel die hele buurt en eienaars daarvan word aangeraai om hul huis in orde te kry of die gevolge te dra.

- Moenie op jou eie fietsry of stap nie.
- Moenie deure en vensters ooplos wanneer daar niemand tuis is nie en aktiveer die alarmstelsel.
