ANNUAL GENERAL MEETING (AGM)

Our well attended AGM took place at 10h00 on Saturday 12 December 2020 in the Crassula Hall. Aspects such as the financial report and statements and the re-election of the committee elicited little response. Even the increase of the membership fee from R75 to R100 per person per year was almost unanimously approved. Chairperson Bill Steyn’s annual report was the basis of most of the discussion.

Road maintenance and the initiative to do a proper evaluation of all gravel roads, speeding on the R44, the proposed upgrading of the CBD, the fire awareness day scheduled for 16 December all sparked some discussion but, as has been the case during the whole of 2020, the baboon issue dominated the agenda. Fortunately there was no acrimony is spite of opposing views held. The common denominator was that unless there was effective law enforcement of the Municipality’s waste by-laws, no baboon management strategy was bound to succeed.

Ratepayers were urged to prevent baboons from gaining access to domestic food whether by way of rummaging through waste irresponsibly placed on or outside the property or by gaining access through open doors or windows. The committee undertook to urge the Municipality to strictly enforce its by-law and in particular the use of wild animal proof bins.

HOUSE NUMBERS

For many years properties were identified by displaying the erf number. This system worked well but it now causes various problems for emergency services, courier companies and even visitors.

The main reason is that the erven are not sequentially or logically numbered which gives rise to confusion and frustration. This was exacerbated by numerous sub-divisions and consolidations of properties with totally new erf numbers.

Residents are urged to clearly display their street numbers in a prominent position on the property or even better on the house. Emergency service providers such as ambulances and fire engines, often coming from outside the Betty’s Bay area, need to locate your property without having to search therefor.

MUNICIPAL SERVICE COMPLAINTS

The Municipality has a good track record when responding to serious or urgent complaints such as fire and rescue services, burst/leaking water pipes, flood damage and seriously damaged roads.

However when it comes to more “petty” complaints such as the odd pothole, broken/overgrown street name signs, overgrown sidewalks and worn speed humps the response is understandably not so prompt. This may lead to frustrations of all parties.

The BBRA has now made an arrangement with the Municipality that it will receive all such complaints and register these in a structured manner with the Municipality and follow up until satisfactorily resolved. Regular feed-back will also be given to complainants.

VACUUM TANKER SERVICE

Residents are reminded that vacuum tanker services have to be booked in advance – preferably with 48 hours’ notice. Service requests made after 15h00 will be subject to an after hour levy.

Ensure that suction points are placed in convenient positions as close as possible to the erf boundary.

CONSERVATORY

FIRE AWARENESS DAY

Our Wild Fire Awareness Day on Wednesday 16 December at the Crassula Hall was a great success. A steady stream of visitors filtered through the very interesting exhibitions and watched demonstrations. They all became acutely aware of the risk of wild fires and many were motivated to improve their own properties by reducing the fire load, creating defendable spaces and taking various other precautionary measures and making their own evacuation plans.

As many residents indicated that they either had insufficient fire extinguishers or existing ones had not been serviced a special event will be arranged early in 2021 so that fire extinguishers can be serviced while enjoying a cup of coffee.

CLARENCE DRIVE (R44)

There is no proof that regular speed checks are being conducted on Clarence drive (R44) in Betty’s Bay as promised by the Municipality as the statistics for October as well as for November have, in spite of follow-up requests, still not been received.

The scheduled meeting of 11 December by the appointed consulting engineers who are investigating the possibility of creating a circle at the Porter Drive intersection with the R44 as part of a comprehensive traffic engineering study to improve the CBD could not take place as only one of the CBD property owners was able to attend.

ALGEMENE JAARVERGADERING (AJV)

Die AJV het om 10h00 op Saterdag 12 Desember in die Crassulasaal plaasgevind. Die finansiële verslag en -state asook die herverkiesing van die komitee het min reaksie ontlok. Selfs die verhoging in die ledegeld van R75 tot R100 per persoon per jaar is feitlik sonder teenstem goedgekeur. Die voorsittersverslag van Bill Steyn was die vertrekpunt vir meeste van die bespreking.

Die instandhouding van gruispaaie en die inisiatief om ‘n behoorlike evaluering daarvan te doen, spoedbeheer op die R44, die voorgestelde opgradering van die sentrale sakegebied en die beplande brandbewusmakingsdag op 16 Desember het aandag geniet, maar, soos dikwels in die verlede, het bobbejane die kollig gesteel. Genadiglik was daar ten spyte van uiteenlopende menings min venyn. Die breë konsensus was dat, tensy die Munisipaliteit se verordeninge oor vaste afval streng opgedwing word, geen bobbejaan bestuursplan sal slaag nie.

Inwoners is aangemoedig om te voorkom dat bobbejane toegang tot huishoudelike afval, wat op onverantwoordelike wyse weggedoen word, kry of deur oop vensters en deure huise binneglip. Die komitee het onderneem om die Munisipaliteit te versoek om die verordeninge en, in besonder, die vereiste vir ‘n dierbestande vullishouer streng toe te pas.

HUISNOMMERS

Dit is vir baie jare al die gebruik om eiendomme by wyse van erfnommers te identifiseer. Die stelsel het goed gewerk, maar toenemend ervaar nooddienste, koeriers en besoekers probleme daarmee.

Die grootste probleem is dat erfnommers nie opeenvolgend of logies genommer is nie en dit lei tot verwarring en frustrasie. Die probleem vererger as gevolg van onderverdelings en konsolidasies van erwe met totaal nuwe erfnommers.

Eienaars word dringend versoek om ‘n sigbare straatnommer prominent op die erf of selfs die woonhuis aan te bring. Verskaffers van nooddienste soos brandweer en ambulanse kom dikwels van buite Bettysbaai en hul kan nie nog na ‘n huis soek nie.

KLAGTES OOR MUNISIPALE DIENSTE

Die Munisipaliteit het ‘n goeie diensleweringsrekod wanneer dit ernstige of groot probleme soos brand-en reddingsdienste moet lewer of gebarste waterpype, vloedskade en ernstig beskadigde paaie moet herstel.

Wanneer dit egter by kleiner lastighede soos ‘n enkele slaggat, stukkende of oorgroeide straatnaamtekens, oorgroeide sypaadjies en verweerde spoedhobbels kom, is die diens verstaanbaar minder flink. Dit mag alle betrokke partye frustreer.

Die BBBV het nou ‘n reëling met die Munisipaliteit dat dit al hierdie mindere klagtes sal ontvang en op ‘n geordende wyse aan die Munisipaliteit sal rapporteer en ook opvolg totdat dit bevredigend opgelos is. Deurlopende terugvoer sal ook aan klaers verskaf word.

SUIGTENKDIENS

Inwoners word daaraan herinner dat suigtenkdienste vooruit bespreek moet word – verkieslik met 48-uur kennisgewing. Diensversoeke na 15h00 is onderhewig aan ‘n na-uurse diensheffing.

Maak seker dat suigpunte toeganklik is en verkieslik so na as moontlik aan die erfgrens.

BEWARINGSGEBIED

BRANDBEWUSMAKINGSDAG

Op Woensdag 16 Desember het ons ’n brandbewusmakingsdag aangebied. Daar was talle besoekers wat die uitstallings bestudeer het en almal het by die demonstrasies baatgevind. Almal was deeglik bewus van die risiko’s van brande buite beheer en heelwat het onderneem om hul eiendomme te beveilig deur die brandlading te verminder, bestrydingsruimtes te skep, ander voorkomende maatreëls te tref en om hul eie ontruimingsplanne op te stel.

Aangesien verskeie inwoners aangedui het dat hul onvoldoend brandblussers het of dat die bestaandes gediens moet word, sal ‘n spesiale geleentheid vroeg in 2021 geskep word sodat brandblussers gediens kan word terwyl jy ‘n koppie koffie geniet.

CLARENCERYLAAN (R44)

Tans is daar geen bewys dat, soos deur die Munisipaliteit onderneem, gereelde snelstrikke op die R44 (Clarencerylaan) in Bettysbaai opgestel word nie. Die statistiek vir beide Oktober en November is, ten spyte van herhaalde navrae, nog nie van die Munisipaliteit ontvang nie.

Die beoogde vergadering op 11 Desember met die raadgewende ingenieurs wat die moontlikheid ondersoek om ‘n verkeerssirkel by die Porterwegaansluiting met die R44 aan te bring as deel van die beoogde opgradering van die sentrale sakegebied, kon nie plaasvind nie aangesien slegs een sake-eienaar dit kon bywoon.
