Here is the promised report back, questions & answers and presentation in respect of this worth while project. At last this problem has reached a stage where positive steps can be taken to address an area which to some extent affects all property owners of our village.

SAND DUNE INVASION – REPORT BACK

Hallo Almal

In my vorige epos  het ek u genooi om ‘n openbare vergadering by te woon waartydens Mr Laurie Barwell ‘n aanbieding sou doen oor duine stabilisering en bestuur van die duineveld in die Bettiesbaai Hoofstrand area.  Hierdie vergadering het plaasgevind en ‘n uitstekende aanbieding deur Laurie het lewendige bespreking uitgelok.  Ek heg hierby aan ‘n kopie van die aanbieding asook ‘n opsomming van die aanbieding en ‘n opsomming van die vrae, antwoorde en kommentaar wat gelewer is.  Die uiteindelike Plan sal vir openbare deelname voorgele word, maar u is welkom om enige vrae of kommentaar reeds nou te lewer.

Ek het voorheen geskryf dat daar basies drie hoofstappe is wat geneem moet word teneinde duine rehabilitasie en bestuur te laat gebeur, naamlik:

1.       Ons moet ‘n goedgekeurde Duine Bestuursplan he.  Die koste hieraan verbonde is R75 000.00 waarvan die Munispaliteit reeds R25 000.00 bygedra het en die gemeenskap nog R50 000.00 moet bydrae.

2.       Die goedgekeurde plan moet geimplimenteer word.  Die geskatte koste indien ‘n kontrakteur gebruik word, is R3m tot R4m.

3.       Na implementeering moet die gerehabiliteerde duine veld onderhou word oor die lang termyn.

Hierdie proses is reeds by herhaling elders in die Weskaap met sukses uitgevoer.

Die groot struikelblok in die uitvoering van hierdie drie stappe was die befondsing van stap 2 (R3m tot R4m).  Hier volg nou die goeie nuus!  Die Dept van Omgewingsbestuur van die Overstrand Munisipaliteit het aansoek gedoen by die “Werk vir Kus” werkskeppingsprogram van die regering, vir ‘n bedrag van R30m vir kusbestuur in die Overstand area en het ‘n toekenning van R14.2m gekry vir gebruik oor die volgende twee finansieele jare!  Ons het die versekering gekry van die Dept van Omgewingsbestuur dat ‘n beduidende deel van hierdie fondse vir die duin rehabilitasie programme in Pringle Baai en Bettiesbaai aangewend gaan word.  Ons grootste struikelblok is dus nou uit die weg geruim.

Wat die volhoubare land termyn duine onderhoudsprogram betref (Stap 3) is ons in die gelukkige posisie dat die meeste van die onderhoud wat by Pringle Baai gedoen sal moet word tydens die winter sal geskiet terwyl die meeste van die werk in Bettiesbaai weer in die somer sal geskiet.  ‘n Enkele span van nagenoeg 3 arbeiders sal dit dus die werk vir albei areas kan doen en die koste hiervan sal gedeel kan word tussen die Special Rating Areas wat voorgestel word vir beide Pringle Baai en Bettiesbaai.  Ons praat dus nie hier van ‘n groot finansieele las nie.

Die gemeenskap van Pringle Baai het reeds betaal vir hulle Plan, maar ons as gemeenskap moet egter nog die R50 000.00 insamel wat benodig word vir die voltooiing van die Bettiesbaai Duine Bestuursplan (Stap 1 hierbo).  Ek het in my vorige epos gevra vir bydraes tot hierdie koste en die reaksie was teleurstellend – slegs tien bydraes is ontvang en ons fonds staan nou op slegs R10 000.00.  Ek wil nou weereens alle ontvangers van hierdie epos wat dit nog nie gedoen het nie, baie dringend versoek om ‘n bydrae te maak (bankbesonderhede hieronder).  ‘n Paar van ons het reeds baie tyd en geld bestee om te kom waar ons nou is – met ‘n werkbare oplossing binne bereik – en almal van ons gaan die voordele geniet van ‘n suksesvolle duine bestuursprogram.  Enige (selfs klein) bedrag, om u ondersteuning te toon, sal dus baie waardeer word.

Hello All

In my previous mail I invited you to a public meeting where Mr Laurie Barwell would do a presentation about rehabilitation and management of the dune field in the Betty’s Bay Main Beach area.  This meeting took place and Laurie made an excellent presentation which led to a lively discussion.  I have attached to this mail a copy of the presentation slides as well as a summary of the presentation and a summary of the questions, comments and responses.  When the plan has been completed, it will be subjected to a public participation process, but you are welcome to raise any question of comment that you may have already at this stage.

As I have stated before, there are basically three steps that has to occur in order to accomplish the rehabilitation of the dune field:

1.       We need an approved Dune Management Plan.  The cost associated with this step is R75 000.00 of which the Overstrand Municipality has already contributed R25 000.00 and the community still has to contribute R50 000.00.

2.       The approved plan must be implemented.  The estimated cost of this step, if executed using a contractor, is between R3m and R4m.

3.       After implementation the dune field has to be maintained in the long term.

This process has been executed successfully repeatedly at other locations in the Western Cape.

The main obstacle to the execution of this plan has been funding of step 2 (R3m to R4m).  Here follows the good news!  The Department of Environmental Management at the Overstrand Municipality has applied for R30m of funding for coastal management projects in the Overstrand area from the “Work for Coast” work creation program of the government and has been allocated R14.2m over the next two financial years!  We have been assured by the Department of Environmental Management that a significant part of these funds will be used to fund the dune rehabilitation projects at Pringle Bay and Betty’s Bay.  This means that our main obstacle has now been overcome.

As far as the sustainable long term dune maintenance program is concerned (Step 3) we are fortunate in that most of the dune maintenance that will be required in Pringle Bay will be done in winter while most of the dune maintenance required in Betty’s Bay will be done in summer.  This means that a single maintenance team of about three people will be able to do the work for both areas and that the cost could be shared equally between the two Special Rating Areas to be established in Pringle Bay and in Betty’s Bay.  This will therefore not represent large financial burden to the two communities.

While Pringle Bay has already paid for their Dune Management Plan, our community still has to collect the R50 000.00 required for the completion of the Betty’s Bay Dune Management Plan (step1 above).  In my previous mail I called for contributions towards this amount and the reaction has been disappointing with only 10 people contributing and the fund now standing at R10 000.00.  I therefore now plead urgently with all recipients of this mail, who has not already done so, to make a contribution (banking details below).  A few of us has already invested considerable amounts of our own time in money to reach the point that we are at now – with a workable solution in sight – and we will all share in the advantages of a successful dune management program.  Any contribution (even small ones), to show your support, will be greatly appreciated.
